Q1 : Are prophesies skill rewarding quests availlable for canthan characters ?
Q2 : Are all prophesies skill rewarding quests availlable for canthan characters ?

You can only take skill quests in lions arch or further on in the game. Skill quests before that point are not available to canthan characters (they whinge about you being a foreigner etc :P).

So theres still quite a lot of free skills to be had in tyria, my monk took advantage as soon as he could :P

of coarse there are no Ritulist or Assassin Skills or armor in tyria.
